Overview

The NASA and DOD Capture Manager assumes top responsibility and authority at the beginning of the Capture Strategy Development phase and maintains that position until contract negotiations.  The Capture Manager is responsible for leading the capture effort to secure new or recompete contracts or task order business.

 

Sierra Lobo, offers customers a full range of professional and technical capabilities, including Test and Evaluation, Systems Engineering, and Advanced Technologies.  We also develop products and processes related to Cryogenic Fluid and Thermal Management Systems, Densified Propellant Management Systems, and Prototype Extreme Pressure and Temperature Systems.  Our customers include the Department of Defense (DoD), the U.S. Air Force, U.S. Navy, U.S. Army, Missile Defense Agency (MDA), and the National Aeronautics and Space Administration (NASA).

Responsibilities

 

Responsibilities:

The overall role of the NASA and DOD Capture Manager is to:

  • Drive the opportunity from the pursuit decision to contract award
  • Motivate and energize the capture team, proposal team and subcontract team members to produce a winning solution
  • Formulate, communicate, and implement an integrated capture strategy that provides the customer with clear and defensible justification for selecting Sierra Lobo for award
  • Establish value-added teaming strategies and competitive pricing structures that create a profitable return for the company at a reasonable cost to the customer

The following table provides describes the Capture Manager’s responsibilities.

  • Has overall responsibility and authority for winning new business
  • Has overall responsibility and authority for implementing the BAP
  • Maintains on-going interaction with the business development lead to update marketing intelligence throughout the process
  • Provides primary interface with Sierra Lobo, Inc. executive management
  • Contacts and interacts with customers
  • Develops the Capture Plan including the business solution and plans for both the marketing communications plan and Capitol Hill support
  • Crafts the proposal strategy, including customer and program identification, competitive assessments, and discriminators, price-to-win, and key themes
  • Initiates the Blue Sheet and Black Hat reviews and presents at all decision milestones
  • Identifies, selects, and recruits teammates, subcontractors, suppliers, serves as lead architect for teaming agreements and team partner roles
  • Arranges for executive management presentations and reviews including Bid Reviews and Submit Proposal and BAFO/FPR decisions
  • Staffs the core capture team and proposal leaders, manages the B&P budget
  • Assesses the risk, drives top-down cost and price estimates and negotiates with subcontractors
  • Ensures proposal delivery and arranges for all feedback and process improvement actions

Qualifications

KNOWLEDGE AND SKILL REQUIREMENTS

  1. Strong and demonstratable past performance with NASA and DOD pursuits and opportunities. Capture Management experience leading to awards of $50M annually or higher is required. Recent experience with NASA in pursuing Test and Evaluation, and Engineering Support opportunities is a plus.
  2. Bachelor’s degree in a scientific, engineering, or mathematical field and at least 5 years of relevant experience in Capture and Proposal Leadership experience. 10 years of successful Capture Management experience in lieu of a degree may suffice.
  3. Experience as a Program Manager for NASA or DOD support contracts is a plus.
  4. Recent experience with NASA in pursuing Test and Evaluation, and Engineering Support opportunities is a plus.
  5. The CM should have experience in front-end Business Development (opportunity identification, investigation, and evaluation), strategic business development (teaming, competitive analysis, technical and management strategies across a wide client and discipline base), and proposal management (the CM will not be the Proposal Manager – but must work closely with the Proposal Manager to ensure that strategies are executed appropriately in the written/oral response).
  6. Very strong communication skills (both written and verbal) are required. Must be a strong strategic thinker with the ability to turn ideas into tactical actions. A high degree of creativity is required.
  7. Successful experience working remotely with a Team as a leader and in a supporting role
