    Sierra Lobo, offers customers a full range of professional and technical capabilities, including Test and Evaluation, Systems Engineering, and Advanced Technologies.  We also develop products and processes related to Cryogenic Fluid and Thermal Management Systems, Densified Propellant Management Systems, and Prototype Extreme Pressure and Temperature Systems.  Our customers include the Department of Defense (DoD), the U.S. Air Force, U.S. Navy, U.S. Army, Missile Defense Agency (MDA), and the National Aeronautics and Space Administration (NASA).

     

    This position is located on the ETIS II contract at NASA’s Goddard Space Flight Center, Greenbelt Maryland.

    Responsibilities

    FUNCTION OF POSITION

     

    Duties include but not limited to: Have overall responsibility for supervising the environmental test department which includes the Space Simulation, Vibration, Structural and EMI testing groups on a daily basis. Assigning work daily to all 3 shifts including weekend coverage. Writing and implementing facility and operating procedures as required, monitor work directives and costs on a daily basis and providing cost estimates as required by customers. Provide employee evaluations and all administrative functions as required by HR and the FT&P (Flight Test and Processing) manager. Provide training for all employees as required. Providing technical support for Code 549 Test Engineering and implementing and maintaining quality control in accordance with ISO 9001 and NASA standards. Maintain safety standards as required by NASA Code 500 and ETIS II management. Maintain all facilities in accordance with calibration and PM standards. Providing monthly report to manager and daily input to NASA tech monitors. Provide supervisory guidance to personnel engaged in a specialized technical support departments/function of the company, and serve as technical specialist in the field.

     

    DUTIES AND RESPONSIBILITIES

     

    1. Work assignment: Serve as the focal point or reviewer for work requests and responses. Develops or reviews technical plan and budgetary/schedule estimate within a given Work Directive to complete request.  Plans, organize, and coordinate the activities of personnel engaged in a specific technical function.
    2. Preparedness: Assist in developing Strategic and Tactical plan and updating biannually.  Develop training plan and assure personnel are current on required certification to engage in a specific technical function. Developing staff, mentor, and providing career coaching.  Overall responsibility for staffing to meet requirements.
    3. Work Control: Establish and maintain schedules for the group to be consistent with budgetary and time constraints with emphasis on safety of operations.
    4. Work Control: Control and review work to assure timeliness and accuracy of responsible department/function. Meets with other area supervisors for load leveling within the confines of the CBA.  Elevate in a timely manner to manager, personnel funding issues.
    5. Procurement Control: Responsible to assure that funding is available on WD prior to submittal for procurements.
    6. Cost Control: Responsible for WD maintenance.  Work within the confines of task order provided by senior management, supporting the monitoring labor, materials and ODC such as travel and training using web based tools.  Approval of time records and requests for time off, PPE, training, etc.
    7. Procedural compliance: implement and maintain quality control in accordance with GSFC ISO 9001, maintain safety, quality and environmental standards per EITS II and GSFC policy.
    8. Assist employees with problem resolution; counsel employees and commend, or reprimand as appropriate; conduct performance evaluation interviews; seek interpretation of company policies, as required.
    9. Inform employees, and enforce safety and environmental regulations; assure compliance with and actively support EEO/AA programs.
    10. Develop innovative approaches to non-routine, nonrecurring work requests, based on acquired expertise and knowledge or organization philosophy and personnel capabilities.
    11. Perform any other related duties as may be required to meet objectives of the group, provide training; maintain appropriate records.

    5. Assuring proper skill set for 3 shift operation.

     

     

    Qualifications

    SUPERVISOR GUIDANCE

     

    Works under the direct supervision of department managers.

    Provide direct supervision of personnel engaging in technical function(s).

    Effectiveness affects the ability of the department to achieve technical goals within operating budget.

     

     KNOWLEDGE AND SKILL REQUIREMENTS

    1. Education or years’ experience commensurate with skill level required for position complexity as determined by management.
    2. Minimum of 10 years’ experience in environmental testing for space flight hardware or similar discipline.
    3. Ability to provide verbal and written instructions.
    4. Experience managing represented workforce.
    5. Must be self-motivated and a “Team Player” with good interpersonal and communication skills.
    6. Must be able to organize time and assignments to prioritize efforts for maximum effectiveness.
    7. Must successfully complete assigned training or other required training or certifications as directed by ETIS II management.

    Lift and carry items up to 35 pounds

    CRITICALITY OF ATTENDANCE

     

    Regular daily attendance and reporting on time is required to maintain shift effectiveness.
